Get presigned firmware download URL

GET 
/v1/sdk/firmware/download/:fwId

Returns a 15-minute presigned S3 URL for the firmware binary identified by fwId. Only firmware scoped to the authenticated SDK app, or global firmware (no app scope), can be downloaded — cross-app access returns 404. Requires S3 OTA storage to be configured; returns 503 otherwise.
